Public-sector building owner

Public-sector building owner

You procure, you accept and you have to prove it

You are the party most present over the life of the building and the least equipped to verify it. You are present from the first drawing to the last building operator and face your hardest moments early on.

Real estate departments, public-sector owners, local authorities, multi-site portfolios: you have to size the system correctly, accept at handover what you have no means of checking and receive documentation your building operators can use.

    • Sizing what you procure

Writing a CCTP (the French technical specification) that states the right number of points. Supervisory software is licensed in blocks of points, so sizing correctly keeps you within budget.

    • Accepting what you procured

Accepting HVAC and electrical packages that no one has the means to check.

    • Receiving documentation your building operators can open

Obtaining as-built documentation that keeps pace with the installation after handover day.

    • Then meeting the targets and proving it

Checking what is reported, deciding where to invest and providing proof to the authorities.

The model

The building described once, exhaustively, in a model that every phase of its life reads.

Situations

Checks beyond your reach today

  1. You accept at handover what you cannot check
    • Defects accepted at handover are paid for over years. We make it possible to check point by point what should have been installed according to the project documents. The report is time-stamped and can be re-run.

  2. Knowledge of your buildings is lost at every transition
    • No one knows what the installation contains any more. A building model, built during design, produces documentation that can be regenerated after every change and lets another contractor take over the portfolio.

  3. Regulatory targets to meet and to demonstrate
    • Décret BACS and décret tertiaire (the French decrees on building automation and on energy use in non-residential buildings): decisions are taken without measurement and no one can verify the claimed savings. A measurement-based audit starts from real data. Independent verification compares reported performance with what is measured.

Our approach

Décret tertiaire and décret BACS

The décret tertiaire (French Tertiary Decree, décret n° 2019-771 of 23 July 2019) requires non-residential buildings of 1,000 m² or more to cut their final energy consumption by 40% by 2030, 50% by 2040 and 60% by 2050 against a reference year. It also requires them to report their consumption every year. The décret BACS (French BACS Decree, décret n° 2020-887 of 20 July 2020, as amended) requires building automation and control systems to be installed in non-residential buildings above certain power thresholds. In both cases, compliance is easier to sustain on measured data than on declarations: the measurement-based audit, the metering plans produced from the model and continuous verification make this possible.

Benefits

Yours to keep at the end of the project

  • Exhaustive acceptance

    Against the documents you commissioned.

  • Documentation that keeps pace with the installation

As-built documentation that each successive building operator can read.

  • A portfolio that remains yours

Model, data, histories and configuration are described in an open vocabulary that another contractor can take over.

  • Described once and reused across the portfolio

Across a multi-site portfolio, what has been described once is reused, so the second site costs less than the first.

In practice

The blind spots of sample-based acceptance

A few points are tested and a few scenarios run: defects outside the sample are accepted at handover. A point-by-point check against the project documents shows every deviation from those documents.

Example

An office building: 6 defects among 46 rooms and equipment items.

  • Not checked
  • Checked
  • Defect found
  • Defect missed

6 of 6defects found at handover

The model describes all 46 rooms and equipment items and our tools check each one against the project documents. No deviation from those documents is accepted unseen.
